Prepare detailed cost estimates and bills of quantities for MEP works. Analyze drawings, specifications, and project documentation to prepare accurate cost plans. Conduct tender analysis and evaluations for MEP subcontractor packages. Manage the procurement process for MEP subcontractors and suppliers. Monitor and control project budgets, identifying and reporting any cost variances. Assess and certify subcontractor payment applications for MEP works. Prepare, submit, and negotiate variations and change orders. Support in preparing monthly cost reports and financial statements for MEP packages. Assist in the preparation and evaluation of claims, including EOT (Extension of Time) claims. Coordinate closely with project managers, engineers, and site teams to ensure cost control is maintained. Maintain accurate records of project costs, including tracking of orders, invoices, and payments. Provide advice on contractual matters related to MEP packages.

Proficient in the FIDIC Red Book contract management. Able to independently take charge of contract drafting, negotiation, value engineering, variation and claim management, and dispute resolution with the employer under a FIDIC contract environment, and provide timely contractual advice for on-site implementation. Proficient in Thailand’s local contract culture. Able to independently conduct contract drafting, negotiation, variation and claim management, and dispute resolution with downstream subcontractors. Strong contract dispute resolution capabilities, able to handle construction claims, disputes and other issues, and lead the preparation for mediation, arbitration or litigation proceedings. Familiar with compliance requirements for international engineering projects, including the impact of Thailand’s labor law, tax law, environmental law, foreign exchange control and other regulations on contract performance, to ensure all contract terms are legally compliant. Possess relevant COE certification in contract management from the Council of Engineers Thailand, RICS membership, legal professional qualification, or senior certification in international engineering contract management (e.g. CIArb membership). Experience as a Contracts Manager on large-scale building projects or international investment & financing data center projects in Thailand; familiar with the contract negotiation logic of local employers, consultants and contractors. Previous work experience in the contract department of well-known local consulting firms in Thailand (e.g. MITR, Aurecon) or international contractors (e.g. Lendlease, Balfour Beatty), with experience leading contract management for billion-level projects. Finance Manager (M) - English or Chinese speaking

Oversee all financial operations for CHEC Construction (M) Sdn Bhd Thailand branch and Songkhla Project Joint-Venture CMC. Establish and optimize Thailand-compliant financial management systems for both entities, including financial workflows and internal control requirements. Manage the finance team, assign daily tasks, supervise work progress, and conduct performance reviews and tracking for finance personnel. Oversee full-set accounting for both legal entities, including voucher review and posting, month-end and year-end closing, accounting adjustments, and bank reconciliations. Review financial books and accounting vouchers to ensure accounting data accuracy and completeness in compliance with TFRS. Organize the filing and safekeeping of accounting documents in accordance with Thai regulatory archive requirements. Manage all tax-related work for both entities, arranging and supervising the timely completion of all tax declarations, including VAT, withholding tax, corporate income tax, personal income tax, and stamp duty. Track tax policy updates and conduct tax risk identification and early warning. Act as the main contact for the Thailand Revenue Department, coordinating tax inquiries and inspection responses, and signing required tax-related official documents. Manage bank accounts for both entities, supervise bank reconciliations, payment reviews, and fund position monitoring. Ensure compliance with Bank of Thailand foreign exchange rules for inward and outward cross-border fund flows. Review payment documents and supervise the implementation of fund payment procedures. Review statutory financial statements of both entities prepared under TFRS. Coordinate external statutory audits and World Bank project audits, providing complete supporting financial documents. Conduct financial liaison with joint-venture partners and complete relevant financial data consolidation and reconciliation. Identify finance-related risks, including accounting, tax, treasury, and foreign exchange risks for both entities. Propose risk mitigation measures and track the implementation of corrective and preventive actions. Participate in management meetings, reporting financial status and risk alerts to the CFO. Complete other financial assignments as directed by superior leadership.

Planning Engineer/ Primavera P6 - English or Chinese Speaking

Monitor construction progress across projects, analyze deviations between actual performance and planned schedules. Implement and maintain project control systems to ensure compliance with company policies and industry standards. Develop and maintain Master Schedule Programs using Primavera P6, ensuring alignment with Critical Path Method (CPM) and resource allocation. Prepare weekly/monthly internal reports, including S-curve Cost Variance (CV), to support decision-making for Project Managers. Deliver monthly presentations to review overall project status, risks, and mitigation strategies with stakeholders. Conduct root-cause analysis for project delays and prepare Extension of Time (EOT) claims under varying contractual terms and conditions. Revise weekly plans to adjust manpower/equipment resources on critical paths, ensuring alignment with milestone targets in the Master Schedule. Develop Catch-up Plans to expedite progress and coordinate execution teams for timely deliverables.

Deputy Chief Engineer (English or Chinese speaking)

Assist the Chief Engineer in managing and supervising engineering and technical activities for the lake-crossing bridge construction project. Review bridge design drawings, technical specifications, construction methods, and engineering calculations to ensure compliance with project requirements and applicable standards. Provide technical support and guidance to site engineers and construction teams throughout all phases of bridge construction. Monitor and coordinate construction activities, including foundations, substructures, superstructures, beam erection, and related structural works. Ensure construction works comply with AASHTO, Thai Standards, project specifications, and engineering best practices. Assist in the preparation and development of construction method statements for bridge and infrastructure projects. Support the preparation of temporary structure calculations, engineering charts, tables, and technical documentation. Compile and organize construction method reports, technical submissions, and supporting documents. Prepare construction flowcharts, work procedures, and presentation materials for method statement submissions. Revise construction method statements and related documents in response to Engineer’s comments and review feedback. Manage technical document control activities, including document registration, coding, version control, distribution, filing, and archiving. Maintain and update submission registers, RFI registers, document transmittals, and approval-status trackers. Coordinate the submission of Method Statements, Special Method Statements, Shop Drawings, Calculation Reports, and other technical documents to clients, consultants, and engineers. Monitor and maintain approval-status registers for technical submissions and ensure timely follow-up of review comments. Manage the complete document review cycle, including submission, return, revision, resubmission, and final approval, ensuring proper closure of all comments from the Engineer. Maintain accurate records of approved and superseded documents to ensure only current revisions are used.
